VIBM’s Greenhouse Gas (GHG) Validation and Verification System – A Solution Towards Net Zero

System capability and applicable standards
VIBM’s GHG Validation/Verification System is directly managed and operated by the Centre for Environment and Construction Mechanics . The system is established and strictly controlled in full compliance with the requirements of international standards and current legal regulations. Core standards:
- ISO/IEC 17029:2019 (TCVN ISO/IEC 17029:2020): General principles and requirements for validation and verification bodies.
- ISO 14065:2020 (TCVN ISO 14065:2025): Requirements for bodies validating and verifying environmental information.
- ISO 14066:2023 (TCVN ISO 14066:2025): Competence requirements for greenhouse gas validation and verification teams.
- ISO 14064-3:2019 (TCVN ISO 14064-3:2025): Specification with guidance for the verification and validation of greenhouse gas statements.
Legal guidance and regulations
- Circular No. 13/2024/TT-BXD: Procedures and technical regulations for GHG inventory and for measurement, reporting and verification of GHG emission mitigation in the construction sector.
- Decree No. 06/2022/ND-CP and Decree No. 119/2025/ND-CP: Regulations on GHG emission mitigation and ozone layer protection.

Professional validation/verification process
VIBM applies a scientific, transparent and consistent assessment process to ensure the highest reliability for clients. The process consists of 5 main stages:
1. Application review and contract negotiation: VIBM reviews the application, assesses feasibility and defines the scope of validation/verification (organisational boundary, GHG types, reporting period) before signing the official contract.Detailed planning: The expert team conducts strategic analysis and risk assessment to develop a validation/verification plan and an evidence-gathering plan tailored to each enterprise.
2. Conducting validation/verification: The expert team gathers evidence through interviews, review of source documents and operating records, and recalculation of data to verify the accuracy of the reported statements.
3. Independent review: A fully independent reviewer (not a member of the assessment team) reviews the entire process and the evidence collected to ensure absolute objectivity and impartiality.
4. Issuing the opinion and certificate: Once the dossier is approved, VIBM’s management signs the decision issuing the validation/verification opinion and grants the official certificate to the client.
