At the acceptance meeting, Ms. Cao Thi Tu Mai (MSc.) summarised the project’s research results. National greenhouse gas (GHG) inventories show that building materials production is a major contributor to total national emissions. The Government has therefore set GHG emission-reduction targets for the construction sector, including building materials sub-sectors: by 2030 the construction sector must cut 74.3 million tonnes of CO2 equivalent compared with the BAU scenario. However, emission inventories and GHG mitigation assessments currently carried out in Viet Nam all use IPCC default emission factors (EFs). This may reduce the accuracy of the results and affect the formulation of emission-reduction policies and directions. Countries such as China, the USA, India, Spain and others in Europe have long researched and developed EFs for building materials production. Developing country-specific GHG EFs for building materials sub-sectors is therefore essential and in line with international trends.

The project compiled and selected a methodology for developing EFs for building materials production suited to the Vietnamese context, and conducted research based on a dataset from 104 building material producers, including 48 cement plants with 71 production lines, 50 ceramic tile producers and 6 construction glass producers. The dataset is considered very large, ensuring representativeness and reliability. The resulting set of GHG EFs for the 3 sub-sectors (cement, ceramic tiles, construction glass) was developed fully and in detail for each product type, such as cement, clinker, ceramic tiles, granite tiles and float glass. The project also drafted a document for publishing the EFs and guidelines for their use.

After the presentation by the principal investigator, VIBM’s Scientific Council discussed and commented on the results, agreed on the institutional-level acceptance of Project No. RD 05-23 and requested the authors to finalise the report according to the Council’s comments for submission to the Ministry of Construction for acceptance as required.
