International Workshop “Limestone Calcined Clay Cement (LC³) – Application and Practice”: Promoting Low-Emission Material Solutions for Viet Nam’s Cement Industry

The workshop was jointly organised by the United Nations Industrial Development Organization (UNIDO), the Embassy of Switzerland in Viet Nam, the Low Carbon Construction Association (LCCA), the Vietnam Institute for Building Materials (VIBM) and the Vietnam National Cement Association (VNCA) within the framework of UNIDO’s project “Financial Solutions for Decarbonising the Vietnamese Cement Industry”, funded by the Mitigation Action Facility (MAF) under the direction of the Ministry of Construction. The project aims to support the low-emission transition of Viet Nam’s cement industry by promoting technological and financial solutions that can be implemented in practice.

The workshop was attended by Assoc. Prof. Dr. Le Trung Thanh – Member and full-time National Assembly Deputy at the National Assembly’s Committee for Science, Technology and Environment, Vice Chair of the Viet Nam – UK Friendship Parliamentarians’ Group; Mr. Hoang Huu Tan – Deputy Director of the Department of Science, Technology, Environment and Building Materials, Ministry of Construction; Mr. Benjamin Müller – Chargé d’affaires a.i., Embassy of Switzerland in Viet Nam; Ms. Le Thi Thanh Thao – UNIDO Country Representative in Viet Nam; Ms. Rasha Abdrabu – UNIDO Industrial Development Officer; Dr. Nguyen Quang Hiep – Director of VIBM; together with representatives of professional associations, agencies, organisations, research institutions, universities and domestic and international enterprises.

The participation of regulators, international organisations, researchers and especially enterprises in the cement–concrete production chain shows growing interest in emission-reduction solutions that can be applied in practice. Among them, LC3 is attracting attention for its ability to reduce clinker content, thereby helping to cut carbon emissions in cement production and to make efficient use of suitable clay resources.

At the workshop, domestic and international experts shared research results and experience in developing LC3 worldwide, and discussed the applicability of this technology under Vietnamese conditions. The discussions focused on the emission-reduction requirements of the cement and concrete sectors, the potential of raw material resources, calcined clay production technology, the system of standards, technology selection and the conditions needed to deploy LC3 at industrial scale.

Discussions at the workshop showed that bringing LC3 into practice needs to be considered comprehensively – from raw materials, production technology, product quality and technical standards to investment efficiency and the ability to meet market demand. These are also issues of great interest to manufacturers and technology providers seeking emission-reduction solutions suited to the existing conditions of Viet Nam’s cement industry.

As one of the co-organisers, VIBM actively contributed to the technical content and to connecting regulators, international organisations, researchers and the business community. Speaking at the workshop, Dr. Nguyen Quang Hiep – Director of VIBM – shared VIBM’s orientation for researching, developing and applying low-emission building material solutions in Viet Nam, in which the research and application of LC3 is in line with the orientation towards green building materials, efficient use of resources and reduced environmental impact.

At the panel discussion “Deploying LC3 in Viet Nam and Q&A”, Dr. Luu Thi Hong – Deputy Director of VIBM – and domestic and international experts discussed the issues involved in bringing LC3 into practical application, from the adequacy of raw materials, technology and standards to the conditions needed for trials and deployment at production scale.

Through the presentations and discussions, the workshop linked research results and international experience with the practical needs of Viet Nam’s cement industry, while creating opportunities for direct exchange between regulators, international organisations, research institutions, technology providers and enterprises. The interest of all parties in LC3 also shows room for cooperation in research, trials, technology refinement and the gradual introduction of low-emission material solutions into production practice.

Within the framework of the project “Financial Solutions for Decarbonising the Vietnamese Cement Industry”, the results and exchanges at the workshop will help provide a basis for follow-up activities to promote suitable technological solutions, strengthen links between research and production, and thereby support the low-emission transition of Viet Nam’s cement industry.
