Acceptance of the Research Project “Survey and Assessment of Solid Waste Treatment Technologies and Proposal of a Suitable Treatment Model for Vietnam”

Pollution from solid waste in general, and municipal solid waste in particular, is a major concern in many countries, including Vietnam. The National Strategy on Integrated Solid Waste Management to 2025, with a vision to 2050 , approved by the Prime Minister in Decision No. 2149/QD-TTg of 17 December 2009, states that by 2015 all urban areas must have waste treatment facilities, 85% of waste must be collected and 60% of it recycled.

On 25 May 2011, the Prime Minister signed Decision No. 798/QD-TTg approving the Solid Waste Treatment Investment Programme for 2011–2020, reaffirming the specific targets set out in the Strategy. Subsequently, on 17 November 2011, the Minister of Construction issued Decision No. 986/QD-BXD on the implementation plan for the programme, which included a requirement to compile the solid waste treatment technologies currently used in Vietnam.

According to forecasts by the Administration of Technical Infrastructure – Ministry of Construction, solid waste generation would reach about 79,000 tonnes/day by 2015, including about 35,000 tonnes/day of urban solid waste and about 30,000 tonnes/day of rural domestic waste, with the remainder being industrial and medical waste. To achieve the targets of the Government-approved Strategy, the deployment and replication of suitable treatment and recycling technologies must be accelerated.

Many research projects on waste treatment technologies have been carried out in Vietnam and applied at numerous waste collection and treatment facilities. However, there has been no comprehensive overview of the waste situation (characteristics, collection and treatment technologies), no evaluation of the effectiveness of the technologies in use, and no identification of suitable treatment models by scale and waste characteristics in Vietnam. The Director of VIBM therefore assigned the task “Survey and assessment of solid waste treatment technologies and proposal of a suitable treatment model for Vietnam” to a team from the Centre for Equipment, Environment and Occupational Safety (now the Centre for Environment and Construction Mechanics).
The Council heard the project leader report the results of the survey of current waste generation and the assessment of waste treatment technologies in Vietnam and worldwide; Council members then gave their comments and suggestions.

Project results:
– A summary of current solid waste generation and composition;
– A compilation and preliminary assessment of solid waste treatment technologies used in Vietnam;
– An initial proposal of treatment models suited to different scales and regions of Vietnam.

The Council Chair summarised the comments and asked the team to clarify the points raised by members. Based on the results, the Council identified shortcomings of current solid waste treatment practices and asked the team to recommend further research to improve solid waste treatment technologies suited to Vietnamese conditions. The Council agreed to accept the project with a rating of “Good”.
