  • Facility-, sector- and industry-level greenhouse gas inventories;
  • Developing greenhouse gas emission reduction plans;
  • Preparing greenhouse gas inventory reports and mitigation plans in line with regulations, ready for the carbon credit exchange.

A – REGULATIONS, SUBJECTS AND IMPLEMENTATION PLAN

1. Section 7, Article 91 of the 2020 Law on Environmental Protection stipulates

Greenhouse gas emitting facilities on the list subject to greenhouse gas inventories are responsible for:

  • Conducting greenhouse gas inventories every two years and submitting them to the Ministry of Natural Resources and Environment before 1 December of the reporting period for consolidation and reporting to the Prime Minister.
  • Developing and implementing annual greenhouse gas mitigation plans; integrating mitigation activities with the facility’s quality management, cleaner production and environmental protection programmes;
  • Preparing annual reports on greenhouse gas emission reductions under the facility’s mitigation plan, in line with the measurement, reporting and verification (MRV) system, and submitting them to the Ministry of Natural Resources and Environment, relevant ministries, ministerial-level agencies and provincial People’s Committees before 31 December of the reporting period.

2. Entities required to conduct inventories

Under Decision No. 01/2022/QD-TTg, facilities with annual greenhouse gas emissions of 3,000 tonnes of CO2 equivalent or more, or falling into one of the following cases:

  • Thermal power plants and industrial production facilities with total annual energy consumption of 1,000 tonnes of oil equivalent (TOE) or more;
  • Freight transport companies with total annual fuel consumption of 1,000 TOE or more;
  • Commercial buildings with total annual energy consumption of 1,000 TOE or more;
  • Solid waste treatment facilities with an annual operating capacity of 65,000 tonnes or more.

B. GREENHOUSE GAS INVENTORY PROCESS AND REPORTING

1. Reporting

Facility-level (plant) greenhouse gas inventory reports are prepared using Form No. 05, Appendix II of Decree 06/2022/ND-CP on greenhouse gas emission mitigation and ozone layer protection.

2. Process

The facility-level greenhouse gas inventory is carried out in 9 steps (Section 2, Article 14 of Circular 17/2022/TT-BTNMT) as follows:

Step 1: Determine the sector-level inventory methodology

The sector-level greenhouse gas inventory methodology is based on the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the 2019 Refinement to the 2006 IPCC Guidelines.

For cement plants, the calculation method follows draft TCVN XXX:2023 “Stationary source emissions – Determination of greenhouse gas (GHG) emissions – Part 3: Cement industry” (ISO 19694-3:2023, Stationary source emissions – Determination of greenhouse gas emissions in energy-intensive industries – Part 3: Cement industry);

Step 2: Select greenhouse gas emission factors

Emission factors for the inventory are taken from the list published by the Ministry of Natural Resources and Environment or from the IPCC.

Step 3: Collect activity data

Activity data for the inventory refer to the IPCC 2006 and IPCC 2019 guidelines, together with actual data from the facilities inventoried.

Step 4: Calculate greenhouse gas emissions

Emissions are calculated using the inventory methods specified in Step 1.

Step 5: Quality control of the inventory

The quality control procedure follows the IPCC 2006 and IPCC 2019 guidelines.

Step 6: Quality assurance of the inventory

The quality assurance procedure follows the IPCC 2006 and IPCC 2019 guidelines (activities in Step 6 are carried out by bodies not involved in the inventory process).

Step 7: Assess inventory uncertainty

The uncertainty of the inventory results is assessed in accordance with the IPCC 2006 and IPCC 2019 guidelines.

Step 8: Recalculate inventory results

Carried out when:

  • Errors are found in the calculated greenhouse gas emissions.
  • There are changes in quantification methods, activity data or emission factors.

Step 9: Prepare the greenhouse gas inventory report
